Using the highly accurate statistical model known as the WTTO Scale, here are the top 10 reasons why HR is hated.
10. HR can be cold-hearted.
9. HR is too touchy-feely; Emotions have no place in the workplace.
8. Employees are not categories or rating scores.
7. HR cannot develop the perfect performance evaluation system.
6. HR thinks they're above it all and rules don't apply to them.
5. HR creates bureaucracy.
4. HR doesn't generate revenue.
3. Anyone can do HR.
2. Few do it well, because...
1. It's hard work.

Writing the supplement to this post over at HRringleader. Thanks for the inspiration Paul.
Hey Paul,
Great post - its funny the contraducting responses you got (e.g. too cold and too emotional). I think a lot of it has to do w/ a disconnect between HR and the employees and managers HR serves. One manager I was talking too recently said that "HR's #1 goal is to not get sued, once I understood that, I was able to deal w/ HR more effectively.". I know a lot of people in HR and they are passionate about their jobs far beyond not getting sued. But I think HR professionals can do a better job of truly understanding the needs of managers - essentially viewing managers as their customers, esp. when they're hiring - and helping managers use them as a resource.
Here's a recent post I wrote on the HR-Hiring Manger Disconnect:

Hi Paul.
Much has been written in this area (see: http://www.executionandstrategy.com/2011/05/human-resources-hr-what-went-wrong.html) but I there is nothing like a well written succinct post - good work.
Regards
Craig
